【摘要】:ThispracticeprovidesbasiccriteriaforevaluatingthequalificationsofagenciesutilizingthetestmethodspromulgatedbyASTMinSection4,Construction,oftheAnnualBookofASTMStandards.Theexistenceofaformalaccreditingauthoritysuchasafederal,state,municipal,ornongovernmentalbodyisnotnecessaryfortheuseofthispractice.Thesecriteriamaybesupplementedbymorespecificcriteriaforparticularclassesoftesting,qualityassurance,andevaluativeagencies.SpecificationE329canbeusedforon-siteconstructionprojects.Theintentofthispracticeistoprovideax201C;consensus-systemx201D;standardizedbasisforevaluatingatesting,qualityassurance,orevaluatingagencywithrespecttoitscapabilitytoprovidethespecificservice(s)neededbytheuserwithoutprejudicetotheagencyofferingotherservicesorbeingaffiliatedwithotheragenciesororganizations.Inthosesituationswhereastrictliteralinterpretationofthephrasex201C;shallbemadeavailable,x201D;asusedinthispractice,wouldbeinordinatelyburdensometoanagency,itwillgenerallybesufficientthattheagencyconcernedhastheinformationavailableforx201C;on-sitex201D;review.Thecriteriaofthispracticearedescribedintermsofthebasicinformationnecessaryforanaccreditingauthoritytoevaluatethecapability,withrespecttoobjectivity,andcompetencyofatesting,qualityassurance,andevaluatingagencyregardingcommoncharacteristicspertainingtotheorganization,humanresources,materialresources,andqualitysystemsemployedbytheagencyinperformingtheservicesoffered.Typically,accreditationofanagencyinvolvesthefollowingthreeessentialphases:Submittal,toaninvolvedaccreditingauthority,ofbasicinformationinaccordancewiththecriteriaofthispracticebyaninterestedagency.Evaluationoftheagency-submittedinformationbytheinvolvedaccreditingauthority.Verification,x201C;on-site,x201D;oftheagency-submittedinformationbytherespresentative(s)oftheinvolvedaccreditingauthority.Althoughthreecategoriesarepresented,anagencymayprovideoneoranycombinationofthesecategoriesforwhichitcanqualify.Anagencyrequestingqualificationundermorethanonecategorymustsatisfythecriteriaforeachcategoryforwhichacceptabilityisdesired.Thecriteriasetforthhereinrepresentareasuponwhichagreementcanbereached.Theremaybeotherareastobegivenconsiderationwhichmaybeofimportancetotheuser.Theusershouldincludesuchotherareasasapartofitsowncriteria.Thispracticerepresentsminimumcriterianecessarytoperform,monitor,orevaluatethetestresultsofthosestandardspromulgatedbyASTMCommitteeE-6.Itisanticipatedthattheultimateuserofthispracticewillhavetheexpertisenecessarytoexercisegoodjudgmentintheareasofhumanresources,physicalresources,andqualitysystemsoftheagencybeingevaluated.Note18212;Forexample,whenjudgingthequalificationsofthevariousindividualsinaparticularagency,relatedfactorsoralternativeresources(suchasmechanical,electrical,orelectronicequipmentusedtoaid,control,ormonitortheworkofthepersonnel)shouldbeconsideredwhenassessingtheoverallqualificationsofsuchindividuals.Thejobexperienceandthereliabilityoftheindividualshouldalsobeconsideredinthejudgment,whereapplicable.Whenassessingtheorganizationandtheresourcesofaparticularagency,theju......
